There was great excitement in Smyrna, especially among the boys. Barlow's Great American Circus in its triumphal progress from state to state was close at hand, and immense yellow posters announcing its arrival were liberally displayed on fences and barns, while smaller bills were put up in the post office, the hotel, and the principal stores, and distributed from house to house.
It was the largest circus that had ever visited Smyrna. At least a dozen elephants marched with ponderous steps in its preliminary procession, while clowns, acrobats, giants, dwarfs, fat women, cannibals, and hairy savages from Tibet and Madagascar were among the strange wonders that were to be seen at each performance for the small sum of fifty cents, children half price.
For weeks the young people had been looking forward to the advent of this marvelous world of curiosities, and the country papers from farther east had given glowing accounts of the great show, which was pronounced greater and more gorgeous than in any previous year. But it may be as well to reproduce, in part, the description given in the posters:

Foreword
Looking to the next few decades, technological advances combined with fairly dramatic economic and social changes could create conditions for the emergence of new, virtual forms of money and credit. On the positive side these digital forms of money could help to create more efficient and more global economies and societies. On the negative side tomorrow’s new forms of money could make it easier to engage in anti-competitive behaviour; exacerbate exclusion and inequality; foster economic volatility; facilitate criminal activity; and even undermine the effectiveness of macroeconomic policy.
To examine these issues and advance the dialogue among high-ranking gov- ernment officials, business leaders and academics, an OECD Forum for the Future conference was held in Luxembourg on 11-13 July 2001. The conference had two primary aims: first, to explore the interrelationship between new forms of money and technological, economic and social change; and second, to consider the impli- cations for leadership in the public and private sectors.
The conference was organised around three sessions. The first set the stage by looking back to historic developments, and forward to the technologies that could influence future forms of money. The second examined how interactions over the next few decades between new forms of money and economic and social changes could give rise to a wide range of new opportunities and risks. Finally, the third considered the ways in which public and private sector decision makers might encourage synergy between new forms of money and technological, economic and social dynamism.
The conference was opened on 11th July in the “Hémicycle européen” of the Kirchberg Conference Centre by Ms Lydie Polfer, Vice Prime Minister and Minister of Foreign Affairs and External Trade of Luxembourg; introductions to the theme of the conference were given by Mr Donald J. Johnston, Secretary-General of the OECD, and by Mr Luc Frieden, Luxembourg’s Minister of Treasury and Budget. All three speeches delivered on this occasion are reprinted in this volume.

Have you ever noticed that some people always seem to make the right choices? While luck probably has something to do with it, the better explanation may be that the two groups have differences in the development of their brains. You see, most adult humans use their cerebral cortex to make decisions. The cerebral cortex is the part of the brain in the front of your head that deals with how you perceive the world and respond appropriately. It also helps you control your impulses. This part of the brain is still growing and developing connections well into your adult years. So for young adults and teenagers, the decision-making center of the brain is not completely formed yet.

At the same time, the teenage brain is also experiencing growth in another part of the brain—the amygdala (a-mig-dala). This part of the brain is responsible for emotions. Specifically, the amygdala talks to other parts of the brain about events related to rewards and fear.

In essence, our emotional brains are having growing spurts and our impulses are out of control at the same time our cerebral cortexes are not finished growing. We simply don't have the tools to control those emotions and impulses. As a result, teenagers feel overly emotional and wishy-washy when it comes to decisions. This development cycle is one reason society doesn't consider children to be adults until after they are 18. Biologically, the teenage brain is not generally ready for adult decisions.

So the differences between those who seem to make good decisions and those who seem to make bad ones may be fewer than you think. In fact, if you study the people you think make only good decisions, you will likely find they also make some catastrophically bad ones as well. A person's ability to make a good decision increases with age and experience though we all develop at different rates. While you are young, you may want to take advantage of those around you with bigger cerebral cortexes: adults. Their advice may be just what is needed to counter your amygdala.

Who knows, and no, not everyone is like this but that doesn't make it easier for them. Another example, over 28.9% of black citizens are living below the poverty threshold as opposed to 18% white americans. Isn't that crazy? This is evidence that supports the thought about black citizens not having equal rights.

I hope that this has opened your mind to this issue. I want equality for all and a place where no matter what your skin looks like, where you were raised and even what happened long long ago in the early stages of this nation, you can live happily and to the fullest. We as a community can do our part and make this community a free, accepting, and fair place for us all to live.
